How have you been training him? If you can tell us what you are doing, we can tell you how to improve it.

Do you keep him in a confined area while you are not home?

Also, are you outside training or pee pad training? Doing both improperly can confuse the puppy.

Lastly, how are you cleaning? If you don't use an enzyme cleaner (like Nature's Miracle, Simple Solution, or Petzyme), the uric acid from urine will stick to the fibers of your carpet - meaning it will still smell like urine - meaning your dog will still pee there. I would suggest getting a black light, finding all pee spots, saturating them with a good cleaner, leaving it overnight to dry, and then going over it again with a steam cleaner.
