There are no pat answers to this question. The answer will be directly affected by the purpose for breeding the mother in the beginning. If she's in a show breeding program she can't have a proper "breeding value" evaluation until she has produced at least two litters with two seperate and unrelated males. This would make the third breeding the first breeding that wasn't actually a "test" breeding. If she produced the exact puppy desired she may be retired but that would be throwing away a lot of investment and record keeping. On the other hand if she didn't produce great puppies in the first two litters she may be retired without a third breeding.
