Not sure about the puppies at a higher price. Remember that the dog only had one pup and it was a c-section in which she was fixed at that time. She might be charging a higher price for the pup to cover some of that cost. It's not uncommon for breeders (weather she is or not a breeder) to charge higher fees to cover vet bills.
