This is where rescue groups and shelters really shine and find new homes for the pets. These pets usually have been well taken care of, trained and "potty" trained (outside or pads). Yes, there are owner surrenders that have not been neglected but they are the minority. Here in TX the numbers in the shelters are mind boggling.
