Sounds like she didn't have either dog very long before this happened. She might not of even known the female was going into heat. It's quite possible for this to happen to a new owner who probably didn't know the cycle of the dog or might have even been told it was fixed since it had come from a bad home in the first place. It could be possible that she had every intention of getting the 2 dogs fixed before this happened. This sort of thing happens all of the time even to reputable breeders.
