i think this is truly a scam and i would be way to afraid for the puppy to go to someone like this anyway. and if this person has a shipping agent that puppy would be leaving this country and i think this person would be nothing but trouble for you. does not sound like a legal deal. you could always report it to the local police. print it and give it to them. they cannot really do anything but they can be on the lookout for future things like this in your area.
