It also prevents situations like this. If she wasn't planning on spaying or neutering her dogs, she shouldn't have a male and female. She should have one dog only or two dogs of the same gender. This woman is going to continuously have litters if she doesn't fix them. This is one of the many reason there are so many dogs on the streets and in shelters.
