I'd say if he's having this much trouble still, you shouldn't give him the opportunity to run into a different room - block off everything so he can only only be in one room where he has nowhere to run off to hide and pee away from your vision. Other people have also suggested keeping a leash on him indoors that's attached to you, whenever is is inside and not in his crate. So wherever you are, he's right there and has no opportunity to run off to somewhere and pee.
