I don't know for sure if this would work but you could try giving an omega-3 supplement. I know it helps improve the quality of the coat so I don't see why it wouldn't help it grow. Just make sure the supplement also contains vitamin E, to help break down the omega-3s. A good supplement is EicosaDerm by DermaPet.
