Hi ther eand welcome to YT ! Your Toby is so cute ... A bit of a handful, but, gosh he is adorable.
I think he is testing you and trying to be top dog! Telling you that he is the boss of his domain in his new home. Little stinker.
I would be sure to have him fixed and then seek out behavioral training . He should not be allowed to get away with peeing on the furniture ever, and to do it after being told NO, makes me think he did it to be in charge.
