i am in Ca, and it is not freezing, but cold out here in the winter... Yes, my Suzi does not want to be out in the cold, and runs out then back inside again.
SO i use pee pads. The problem is that it can take ages for them to catch on to poo on the pads too. Suzi still missess at times. But, has gotten better. I guess i don't blame your baby for not wanting to go out right now. IT is way too darn cold. And yes, they will learn a new way to wait to go pee , where it is warm and nice. I find that yorkie's are too clever for their own good, lol.
