I don't think once a week is enough to get the smell out. Usually you have to use a enzyme cleaner to get the urine odor out. Do you praise her like crazy when she does use the pad?? I would try and put the pad where she is going if possible. When she does go on it...make it a party!!! Then slowly move it to the place you would like her to go.
