When she pees on the carpet then runs and hides, she really "doesn't" know she did anything wrong. She's been yelled at and possible hit when she did and is why she is so scared. You shouldn't let her have run of the house right now. Go back to square one and start potty training her. If you have an expen that would work best. Attach the expen to the front of the crate and put the pad at the other end. (cover the crate to keep it warmer and den-like). Take her out every hour for a little potty and exercise time and praise like crazy when she goes. If she pees on the floor instead of her pad, put a bit of the pee on the pad. It's going to take awhile to train her because you have to build her trust first. Whatever you do, don't scold her. This method really does work, but just be patient with her. It may take her longer than it would a puppy because of what she has obviously gone thru. In no time you will see her blossom.
