You shouldn't be worried, this is very common, but the teeth really need to be pulled if the new teeth are starting to come in. Double rows of teeth set-up a very unhealthy dental condition with food gathering between the double rows. Are you having your pet neutered, if so, this is a good time for it, since he is still young, you will keep him from ever marking. Much longer, and he will start to mark, and neutering won't completely eliminate the marking. Pulling the baby teeth during neutering is the best option, since they don't have to be put under anesthesia more than once.
