it's getting better. I just adopted a boy, less than a week ago. The breeder told me that he was potty trained to go outside. Well, he was not. He was terrified to go outside, didn't know what a wee-wee pad was for, nothing. Worst of all is that I thought that puppies hate to go anywhere they sleep or eat...My Nicky didn't mind going right next to his bowl, next to my lap where he naps.
Then someone pointed out to me (can't remember if it was a fellow YT parent) that my home IS the outside for him at least until he realizes that this is his home now. It's been almost 2 wks. and it's getting better. He has accidents and because of the weather I don't freak out, it breaks my heart to see him walking on the freezing cold, blue stoned yard and pick his tiny paws up to lick them in order to get them warm

Your baby sounds as if she has been punished severely for doing it wrong and she needs to trust that you won't.
Get some Natures Miracle or mix vinegar with water for your carpet and give your new baby some time to adjust It can only get better.
