FEMA is not involved in evacuations PRIOR to any disaster. FEMA only becomes involved after an area has been declared a FEDERAL disaster. Any monetary benefits must be applied for. Giving people debit cards without them intially filing a claim was a first for this organization. FEMA gives money for assistance only. It is not provided to rebuild or replace all your possessions. They have specifics on what this money can be spent on and you have to provide receipts showing that you spent the funds on specific items or they will make you pay it back. Most of their assistance consists of not money but low interest SBA loans and you have to pay that back. It's an organization loaded with alot of bureacratic red tape as is most government agencies
