Obviously I disagree with your post; allow me to retort:

1) Flight attendants are allowed to bend to rules to do what is best for the passengers, and (I happen to know this for sure, since I was taking care of my pet) letting a dog stick its head out of a carrier in order to keep it quiet and content is infinitely less disruptive to a flight than having an upset yorkie barking his head off. The heat was on me when I was forced to shove my furbaby's head back in the carrier and have him upset all the local passengers.

2) If someone is allergic to a yorkie, it would not be appreciably worse if he had his head out of the carrier or not, so your this point of your argument begs the question, doesn't it?

3) There is no basis of comparison with smoking, which has no health benefits and is a carcinogen and causes heart and lung diseases. Last I checked, people are not highly allergic to dogs or the airlines would not let you even have them in the passenger cabin. The fact of the matter is, that many people are massively allergic to peanuts, and Delta sill offers those on every flight I go on.
