You needn't be wealthy at all for this store in particular. They do allow dogs in general. A Tiffany sales person did inform me that "We're a very pet friendly store. You can let your dog down on the floor if you want." It was a wet day and our dog had somewhat muddy feet. We opted not to as we preferred to carry her around inside stores and let her on the ground once we're outside the door or if we were sitting down in-store, but not while walking in case she thinks it's for her pee walk.

I've noticed on quite a few Starbucks here, especially at the downtown locations (we have one at the end of every block practically), it states something along the lines of "Please be considerate and leave your owners inside" with a doggy pictured. On occassion I would see some joggers carrying their dog under the arm while lining up for their orders otherwise, they're either tied outside or seated outside on the patio with a patron.

I used to see dogs being carried through the malls here a couple of years back but these days, mainly just downtown seems to be more pet friendly while the malls in other areas here will occassionally have someone point out that "dogs aren't allowed in this mall" but most seem to not notice or choose to overlook it if they're contained in a carrier out of sight. It's generally the mall securities that worry about this kind of thing while the sales are happy to see/pet them.
