I am no expert on titers Kristy, but I don't think it is "expensive" when put in the perspective of preventing a serious condition. It is a blood test basically and different vets charge differently for blood tests.
Yes, immunity decreases as the time from "exposure" gets further away in time so in that sense "immunity fluctuates".
