If someone is that severely allergic, wouldn't it be an issue just walking by a dog on the street? It's not like I'm picking my dog up and rubbing him on people's faces.

I guess for me the rule of thumb is how crowded the store is and how far away we'll be from the entrace, since I would want to make sure I could get Thor out ASAP if he started misbehaving.

This might be a rationalization, but personally, I find a dog on the floor that minds its own business to be a more sanitary option than a dog that's being carried. A dog on the floor is further away from store goods and people's faces.
