That's what I suspected. Cesar's great this way, and he actually trains people not dogs. He teaches people how to act, and this calm assertive behavior can be learned, like anything, it takes practice, but you will see results. Dogs like to know who's in charge, if there is no clear person in charge, they will take the role, but being a leader is frightening to some dogs, and they feel much safer if they know you are the one in charge.
