I've gone through a paypal disbute before. It was actually easy for me. I would message ebay first and let them know about the product. Go to your paypal and file a dispute. Paypal acts as a go between for you and the seller. But def message ebay so that they become aware of the type of things that the seller is selling. When you do a dispute through paypal it is a series of emails and such but paypal and ebay both will take you through it step by step.

I had won an item and paid for it and then waited for weeks to get it and never did so I emailed ebay and paypal and after I did that I received the box within a week.
