I've only bought a couple of used items on Ebay and made sure the Seller had a 100% rating. I also made sure the item was described as "excellent". "Good" to me is only average condition.

When something is sold as used, I think it might be hard to dispute the condition.

I suspect leaving negative feedback would be your only recourse.

I get alot on Ebay 3 cars, 1 cammper, and a boat,(that is just the big stuff) Please give them a negative feedback, but you may still try to work with the seller, did they get back to you? If not try to get your money back from paypal. I can't belive they even sold something that bad. It should have gone in the trash. Good luck.
