I saw a show on this exact thing on animal planet the other night. There was a lady with the same problem and she was advised to shriek loudly right away when the dog bites or becomes aggressive and then ignore her. The lady said small dogs often have misconceptions about who is the pack leader. For some reason she sees you as a threat, but you just have to keep showing your authority. Eventually she will understand that she is not in charge, you are, and stop biting at you. That's what they suggested on the show and it seemed to work well.
