Smokey scoots his butt if he has a poopy stuck to his butt (which you already said wasn't the case), or if his little bum is itchy, or when he's wet and drying to dry off. Like everyone else said, it could be anal glands. I would watch and see if she scoots more. It might have just been an itch and they have no way of scratching.
