I have two about the same age
They don't know what you're asking of them
and it's going to take a good long time to sink in
right now peeing and pooping isn't that much under their control and if they are not in the vicinity of a pee pad
they're going to go where they are
as a small puppy it's best to kept them corralled unless they are under direct supervision
My boys sometimes get it right
and we celebrate
and then a few hours later
we have a mistep
remember that its a work in progress
and they will get it
ooner or later
