he is a beautiful.it was wonderful you rescued him.
as for his coat it doesn't look cottony or wirey to me.
I have seen a wirey coat and it doesn't look like your boy.
I have never seen a full cotton coat in person but I would say the second pic looks like what I envision.
as for what you can do I would say when you wash and condition him I would use oil in the final rinse and rinse really good then blow dry and you should be able to manage it much better. as for the oil type I usually use what they have in the african american section and only a drop or 2.
