Actually, if you purchase a puppy from a reputable breeder, it's quite common not to see the father. Reputable breeders strive to improve their lines and to produce puppies as close to the standard as possible. They will select a stud who is the best genetic compliment to the dam. The odds of that stud being under the same roof can be relatively low. That's why you will find that reputable breeders often use artificial insemination if the perfect mate is across the country or send the female to the male to be bred.
"Both parents on premises" is often used as a marketing pitch, but can really be a red flag, a warning that the breeder is not knowledgable about genetics and is just putting two dogs together to make puppies.
