Confused Wet Face

My little Maxs' face is always wet. I took him to get checked and the vet told me that I should massage Maxs' tear ducts and maybe eventually he will have a dry face. I've been giving him massages for a little while now, but I still haven't seen a difference. Does anyone else have a problem with this? Is he going to grow out of it?

It's not that bad in these pictures, but sometimes his face looks really wet. He's 6 months old
