I think any breeder that breeds for a special market such as off colors or extremely small size, "teacups" is breeding as a business and not so much to better the breed. They can charge whatever they want and whatever they can get. Good breeders sometimes have off colored dogs and tinies, and they don't charge more for these dogs. Another thing, when they breed for these specifics, they usually overlook other things, such as structure, and hair quality, facial features, etc. I personally would prefer a Biewer to a Parti because they are breeding to a standard, and have established rules on what to breed for. Yes, I think that price is absolutely outrageous, you can get a Biewer for less than that.
