You should definitley report this guy, that is just awful. Then to say not to put the puppy down because he hasnt had his shots yet, I would think that would matter giving the situation that the poor thing is living in, he was proabably sick already. I know it was hard to walk away, but you did the right thing. This guy will end of paying for what he is doing to those poor dogs.
