Continue to reward your girl for doing things right. And praise praise praise and reward you new little boy whenever he gets it right. Take him out whenever she goes out, when he goes, use a command such as "go potty" and good boy when he goes potty outside. I wouldn't use the crate for punishment. He will just associate it with punishment. A crate should be a safe haven, a den, a place for him to go, his own space.
Have you tried crate training? Or heard of potty bells? IF you do a search here, there are many threads on these training methods, lots of good info.
