Olivia is the same way, hates the rain and I can't get her to use pee pads. The first few weeks, I just put her harness and leash on her (and a hooded jacket on me!) and carried her out, put her down and said "go pee, go pee" and stood there and waited, and waited and waited til she finally went. Now she has gotten a lot better and when it's raining she will go up real close to the house which is fine with me, as long as she goes quickly! But now...I have a new little boy and guess what? He doesn't like the rain or cold either, so here we go again! LOL I long for the day when I say "go potty outside" and they just run out the doggie door and do their business, like all good little yorkies should do!
