No, genetics will determine what size she will be. She is just destined to grow larger than you expected.
Breeders who breed mixes aren't using good representations of the standard to begin with, so she could have some large Yorkies in her background. We have some Yorkies here who weigh in the teens! Poodles can be larger, too.
Did you see the parents? Were they really both that small? Did the mom need a C-section to deliver such large puppies?
I am glad you are switching her food. Ol' Roy is junk and has been the subject of some recalls, too.
