I would definitely do the sandbox thing. It gives him a place he can dig and not get in trouble for it. They are terriers and terriers do like to dig.
My teapot likes to bury things in the house. I'll give him a treat and he'll bury it under some clothes, or a pillow, or blanket. It's funny to watch.
