Her kids are old enough to understand that harming animals is not ok, and that they do feel pain. She needs to acknowledge this before getting another dog, especially if she had a dog before and had to get rid of it because of her children. Maybe this is something that will make her accept reality, if someone else turns her down for a dog. You can't let your work relationship interfere with what is ultimately right. It would be immoral to let an innocent animal be harmed because you fear what may happen with this woman at work.
