There are many Canadian breeders who have wonderfully healthy puppies so that in and of itself should not be a problem, however I understand about the re-sale issue being a concern. If your interested in Biewers there are some good forums to go to, websites to read and good breeders to talk to.
Find some websites that you like the looks of the dogs.. there is a HUGE differnece in the way some of the Biewers look, just like there is in Yorkies. Talk with the breeder and talk to some people who have gotten their puppies. This is a big investment in time, emotion and money. Don't just jump into something. You'll have a lifetime to spend with this wonderful little creature. Make sure you make the best decision possible.
There are many threads on YT about Biewers and this is a great place to start. Have fun, do your research.. you'll be happy you spent the time up front.
