One of the breeders suggested that for unneutered dogs, a heavy soda bottle, or bleach bottle filled with water, set in the middle of a pee pad works. They like something to aim at. Not sure what's going on with Lilly, but maybe she's just "pissed" at Tico, and thought, "I'll show you!"
