We use the Doggie Dooley Waste Disposal System and were having a problem getting the enzymes to work properly (husband error) so we emailed (and they have an 800 number for questions) and this is their response. I thought if anyone else was having the same problem, this may help you as well.

I am sending this in response to your email request for information regarding your Doggie Dooley pet waste system. The Doggie Dooley is a biological product and occasionally needs some “tweaking” based on the variables which lend to the waste digestion. Things such as heat (or cold), amount of water, amount of digester powder, the soil conditions, and the dog’s diet all have an effect.
Maintenance and troubleshooting will depend on which style of unit that you have. The round, tank style Dooleys (#2000, #3000) take between a quart and a gallon of water per day. The digester powder is one tablespoon per dog, per week. The water should be even with the overflow. When you add your daily water, you want to overflow at least a quart. If the soil has good drainage underneath the unit, overflow the Dooley up to a gallon per day.
The pyramid shaped/bottomless Dooleys (#3535, #3800, #8024, #3500) take five gallons of water 2 to 3 times a week minimum, depending on drainage. These bottomless models do not necessarily "hold" water. Keep the contents and soil wet or moist, soil must never dry out. If the water drains in under an hour, you can water it daily.
The digester powder is one tablespoon per dog, per week. With all Dooleys, add the digester powder after you have added the water. This will ensure that the digester powder doesn't overflow or drain too quickly with the water.
If you have city water, let it sit out in an open container a day ahead of time. This will evaporate any chlorine present in the water. Chlorine will neutralize the digester powder, causing little or no digestion. Odors/Insects are usually the result of poor drainage, or not enough water flowing through the unit. Never use hot water in your Doggie Dooley. Hot water will kill the bacteria in the digester powder, causing the powder not to digest the solid stools.
The Super Dooley Digester Powder is the regular strength formula. Depending on the number of dogs and their diet needs the usage will vary. Add 1 Tbsp of powder per dog, per week. If your dog eats table scraps, or has a premium diet or high fiber, you will need to increase the amount of your Powder or switch to the Waste Terminator, our more concentrated form (it has twice the amount of Bacteria and Enzymes per tablespoon). It is specially formulated for use with large breeds and multiple dogs, for a faster breakdown. A one pound package of digester powder is a year supply for one dog. Pricing is as follows:
