Could be kennel cough. Until you can find a good vet, try giving him some things to chew on that are cold, like ice cubes, doggie ice cream, anything thats cold. There are also cough syrups you can give them, but, I'm not sure of which ones are safe for dogs. My old vet always said a little bit of whiskey and I think honey, but, only like a 1/2 teaspoon. I would just ask around and see if anyone can reccomend a good vet. A lot of times, the groomers in the area know of good ones
