My Jake does this when he gets excited. I was able to have the vet hear it when we were there for a check-up, and he said it wasn't anything to be concerned about as long as it doesn't seem like he's choking or having trouble breathing. He usually just does it a few times when excited and that's it.

If you're concerned, call the vet and tell them that Tulip is doing this more frequently and see what they say.
