We've all made mistakes and learned from them. My first Yorkie was bought from a byb/small puppymill. That was 11 yrs. ago. I didn't know any better back then but I am now involved in rescue and help to educate people so that they don't make the mistake I made. I think you're best bet is going to be to report her and try to make things better for the dogs/animals there in her care. As far as monetary. I would chaulk it up to a learning experience as without the puppylemon law, no contract and I assume a cash deal you really have no leg to stand on. Her word against yours.
