I would do the blood work as it will tell you if the surgery is safe for the most part (there are never any guarantees). Max got neutered two weeks ago and he wore the cone for the first night but then I realized when it was off he didn't ever bother with his stitches so I didn't make him wear it. It depends on your dog. Your vet will give you all the info after surgery. Max kept doing a throw up sound which the vet said was ok for the first 24 hours. They said to offer him small amounts of food/water at a time for the night and if he threw up then to not feed him until the morning.
