No they should not charge you!

After Lexi's surgery, I thought it was infected to bring her in and the vet would check her out free of charge. However if she needed meds, or a cone - there would be a charge for that.

How does it look infected? After 13 days shouldn't she be almost ready for her stiches to come out?
