You are correct in that the problem is the behavior, not the fact that the pads are easily shredded.

Cones aren't innately cruel, but what do you hope to teach by putting one on? That is, how are you going to connect what you want (no more chewing) with having a cone on? When you take it off the problem will likely continue as it did before.

We had this problem with our dog, but we realized it was only happening when we left him out and about when we were gone. It was separation anxiety rather than boredom.

We solved it by sticking to crating him when we are out. He is relaxed and calm when he is in his crate. It took us realizing that what we may think is best while we are out, i.e. him having a lot of a space, may actually not be what makes him feel the most comfortable and secure.
