Do you know these people at all? Perhaps you could stop by and offer some kind of dog sitting services, or if you can afford it, help them get their gate fixed.
I suppose you could call the humane society... I don't know if letting a dog sleep outside constitutes animal cruelty. On the other hand, a visit from some type of authorities might prompt the owners to take better care of the dog. |
