 His previous owner had him completely potty trained and I feel like I ruined him. I have gone back to square 1. He is crated or on leash unless he just peed and pood in which case he gets free roam of the room I am in. So far this is working.. I guess I will keep this up and see what happens in the next few weeks.

  what i find made the WORLD of difference was praise and a party 

 I always had treats on me and a we a little party outside as soon as Lay peed or pooped- did i feel stupid- you bet! But that treat did the trick! she still gets a treat every time she poops. 
now with the bells. at first you need to ring them- tell him good boy- and out you go- after doing that for a while make his little nose touch it and make the noise- GOOD BOY a treat and out you go- then before you know it you'll be sitting around and you'll hear that bell ring- HUGE good boy (layla still gets good girl a year later) and out you go! He'll get it
