I've never heard of a dog being neutured and not having it's testicles removed. The surgery is very simple they just pop em out and tie em off (sorry if too graphic), they do the same in females (they remove both ovaries). Removing the entire reproductive organ helps prevent cancer of those areas. I would also be interested to know if a dog could be fixed and still leave it's private parts in tact.
