Default Bitter Cold

The bitter cold is taking its toll on Izze.
We got our first snow and drastic temperature drop this week...and poor Izze is not taking it well.
I clear the snow and shovel the grass so there will be room for her to go potty...but the bitter cold is making her limp! I think that it hurts her little front legs...
What can i do to make this better? She wears her coat, but it does not cover her legs...and the wind goes through my jeans and it hurts my legs...but none of my other dogs, including my chihuahua, seem to have a problem with it.
I am willing to pad train her, however, i'd eventually want her to move the pad over to the bathroom. My mom doesn't like it all over the house...but she is willing to accept it when it is cold, but not warm. So it would be wise to get her used to using it in the bathroom.

How can I do this?
