i would say yes- since he is a puppy right? or is he? maybe you didn't say- puppies need higher fat. the fat isn't horrible but if you are worried bout it- i'd find a lower fat food while- if you can- maintaining the high protein. dogs are carnivores so they need protein- and if a food has low protein it just means there is more filler- stuff they don't need.
